IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas. Low-water crossings may be flooded. Storm drains and ditches may become clogged with debris.

This risk level is associated with a significant number of flood-related deaths and most flash flood-related damages. Widespread heavy rainfall will occur with the potential of 4 to 8 inches, with locally higher amounts, especially in the Pine Belt region where amounts upwards of 10 to 12 inches cannot be ruled out.
